Essay-Japanese Government's Information Disclosure

Now I'm planning to write essay about Japanese Government's Information Disclosure. After the 3.11 earthquake, Japanese government has been obstinate to disclose full information about the accident of Fukushima No.1 nuclear power plant. The government mentions that to disclose detailed information causes social panic.
However, is it true? If the serious information is concealed, and informed us later, it will cause more and more disaster.

This concealment by the government shows that they do not trust the Japanese citizens. Moreover, such concealment disables the society from inheritance of the result of the accident. As an astonishing fact, I found Japanese government's lack of inheritance 30years ago. 30 years ago in Nio-cho,Kagawa, big experiments of solar system was conducted. However, the experiment was end in failure, and the data which was gained from the experiments was disappeared(http://eco.nikkeibp.co.jp/article/column/20090911/102164/). At this point, failure is not so important, but "losing data" is absolutely important point that we must consider.  Failure is a natural act of human being, but we must learn from the failure that we made.
Nowadays, many specialists are trying  to solve the problems of nuclear objects using data from government, so Japanese government must support them by disclosing available data they have.
So, my research question at this point is that "Should Japanese government disclose all information that they have?"
